The Hand of Justice
The largest and most powerful crime group in Kumrav. The Hand of Justice was formed by a small band of humans. They met with the King himself and negotiated treaties with him.
While never on any official documents, a deal was made. The King agreed to support them and fund them, if they did certain deeds for him. Deeds that couldn't be done in public or by a noble figure. They agreed, but if they were caught any ties to him would be cut off.
So it came about. The Hand of Justice assassinated certain people for the King, people who he believed dangerous or whom he thought rebellious. Sometimes killing wasn't necessary, only scare tactics or underhanded threats. Threats of death or political downfall are just as good, if not better then actually killings themselves. This way, the loyalty, or at least acceptance, of certain noble figures toward the king helped secure his power.
So through time, they grew, in size and strength. Other groups tried to bring them down or destroy them, but every attempt failed due to loyalty on the inside circle. The 7 men who started The Hand of Justice also rule it with an iron fist. While laws are not common, there is a group code.
No one knows who the leaders are any more. They intermingle among the common folks, so as to disrupt assassination attempts. Only two figures are known as the head of the band, and they are heavily protected at all times. The other five, are unknown. Rumors fly around daily saying that one or another died, or worse. The truth is no one knows.
Now the King no longer funds them, as they are a self-sustaining band. Indeed, he even uses them at times when he needs something done. But overall, the Hand of Justice looks out for itself. If they know a killing will start civil unrest, they will decline the offer, much to their buyers dislike.
All members are given a signet ring which identifies them as part of The Hand of Justice. Losing this ring may put you in trouble as well.
Within years, they gained control of the political underworld as well as part of the above. They are the main group noblemen use to do dirty deeds or acts, for a price. They have a reputation that preceeds them. They are known for their trustworthiness and getting the job done no matter what. It is unlikely that they will lose thier position now, as they are securely seated.

No in-fighting. Any disputes between people or rivals are to be settled nonviolently inside the town, or violently outside town, away from view. Breakage of this code can lead to losing one's position within The Hand of Justice.
No stealing from marked noblemen or the King. Just don't do it. If found out, it is enough to condemn you to death or at the very least, being kicked out, or losing body parts.
No questions. Just do as you're told (or more precisely as the paper says).
When talking about clients, always use an established codename before hand, whether it's stealing from them or not.

The established agreement is that any member that is caught, depending on the crime, does time in jail, as well as having non-lasting injuries given to them. Ex: floggings, bruises, beat-downs. Things that look good in the common eye, but aren't enough to sustain a member from returning to duty within a few days.
This is due to the fact that there are a few inside men in the police who are able to influence certain aspects of prisoner's punishements.
